Anti-Social Behaviour, Harassment and Hate Incidents

Everyone deserves to feel safe, comfortable and respected in their home and community. Report a concern or read how we deal with nuisance, harassment, and hate incidents quickly and fairly. What should I do if someone’s behaviour is upsetting me?

CREATING CALM, RESPECTFUL COMMUNITIES

What counts as anti-social behaviour — and how do we respond?

We take all reports seriously. Our goal is to resolve problems early, fairly, and with care for everyone involved.

ASB means actions that cause alarm, distress, or nuisance to others — such as persistent noise, harassment, vandalism or threatening behaviour.

Everyday living sounds or lifestyle differences aren’t normally ASB, but we’ll always listen if something affects your wellbeing.

Read our Noise Nuisance factsheet for more details.

When you report ASB or harassment, we’ll listen, assess the situation and agree the next steps with you.

Response times

  • Emergencies – such as hate crime or serious threats: within 1 working day.

  • All other reports – assessed within 7 working days.

What happens next

  1. We’ll assign a named officer to your case.

  2. We’ll listen carefully to your experience and agree an action plan with clear steps and timescales. This includes completing our Incident Diary Sheets.

  3. We’ll identify any support needs and respond sensitively. We ask you to complete our Information Form when you complete and return your first Diary Sheets.

  4. We’ll keep in touch regularly and involve you in decisions.

  5. We’ll work with the police and other services when needed.

  6. We’ll only close your case after discussing it with you.

We treat all reports confidentially, sharing information only when necessary to keep people safe or meet our legal duties.

Most problems can be settled informally through advice, mediation, or neighbour discussions.

If you ever feel unsafe, we’ll work with the police and other partners to make sure you’re supported.

If behaviour continues, we may use formal enforcement — including injunctions, possession action, or partnership work with local authorities and police — but this is always a last resort.

People: We listen and act with empathy.

Places: We build respectful, supportive communities.

Partnerships: We work with residents and local agencies to resolve issues quickly and fairly.

STANDING UP FOR INCLUSION AND RESPECT

What should I do if I experience hate or discrimination?

We have zero tolerance for hate, prejudice, or discrimination. If you’re targeted, we’ll act immediately and with care.

It’s any behaviour motivated by hostility or prejudice towards someone’s race, religion, disability, gender identity or sexual orientation.

We treat all hate incidents seriously — whether or not they’re criminal offences.

We will always act swiftly to protect residents, colleagues, and visitors.

We follow a victim-led approach - we listen to your experience and agree next steps based on how it felt to you.

We’ll work with the police and safeguarding partners whenever needed.

If you experience or witness a hate incident, please tell us straight away.

You can use our [Report ASB or Hate Incident form], email housing@lacehousing.org, or call 01522 514444.

LIVING WELL, TOGETHER

How do we stop problems before they start?

Kindness, tolerance, and communication make the biggest difference — and we’re here to help keep it that way.

Everyone contributes to a peaceful community.

Respecting differences helps create neighbourhoods where people feel valued, secure and included.

If concerns arise, we’ll encourage calm, honest conversations between neighbours — this often resolves things before they escalate.

If ASB or harassment affects your wellbeing, please let us know.

We can offer practical help or refer you to specialist support services.

Resident meetings and engagement sessions help us spot issues early and your feedback helps us improve.
